Except is illegal to flee the scene of an accident in Oklahoma, even if you are not at fault. So if you had taken any effort to get his information before working on your vehicle, you would have definitely been in a position to negotiate, even with facts not in your favor.

My first thought was that those amber lights are warning flashers too. The front ones definitely do not seem appropriate for turn signals.

Sounds like the one system you tried was just messed up, or, maybe it was a parking system that was having issues and operating at the wrong speed. Especially since you have beeping.
