They're to protect children from adults who take advantage of them. While technically not a "child", she was still taken advantage of to film a video without her consent. The law they're being charged under isn't "sex with a minor" but distribution of media containing such an event.

The point of that law is also to stop people from distributing sex videos of people under the legal age to be able to consent to such a video.
