No. Female hair is not allowed to be shorter than 1/4 of an inch, except where it is necessary to shave the neckline in order to maintain a neat appearance.

Real reason? The military wants us to look "feminine" when in our dress uniforms, which are issued to us with skirts and heels. And yes, at certain events you are required to wear the skirt and heels instead of the pants.
