Kat, I think the vagina thing has to do with the "Night of A Thousand Vaginas" controversy. That was the name of an abortion fundraiser, and some trans people found the word vagina in that context to be trans-exclusionary. No. Female hair is not allowed to be shorter than 1/4 of an inch, except where it is necessary to shave the neckline in order to maintain a neat appearance.
Real reason? The military wants us to look "feminine" when in our dress uniforms, which are issued to us with skirts and heels. And yes, at certain events you are required to wear the skirt and heels instead of the pants.
