Yes, that is the filing date of this continuation patent (when the patent would have been considered a patent application). The parent patent 8,848,059, however, from which this continuation patent depends upon, was actually filed in Dec 2009.

This is not exactly a “new” patent - its a continuation of 8,848,059 granted in Sept 2014 and covering the same concepts.
