“Monopoly” in legal terms does not refer to controlling 100% of the market. It means that you have disproportionate power to shape the marketplace and, if that influence is misused, use it to anti-competitive ends. Not having to worry about competition is a symptom of monopolies.

Legislators are not paid for life. The President is the only US gov position that grants that.
