I think it was supposed to be presented as, because he didn't know she'd end up living alongside Rory - and it's not like the Angel was going to say, "Oh, yeah, I'll totally drop you off at the right place" - he wanted her to choose a more solid timeline. This on top of her being his best friend, of course.

It should also be noted, though, that Nine originally asked Mickey to come along with him and Rose, but Mickey asked him to pretend not to want him along so Rose wouldn't know he was scared of being a Companion at that point.

I would also add the relatively quick dismount - a guy with Eleven's temper wouldn't even vow revenge in passing? That didn't ring true for me. Everybody seemed to want him to move on way too conveniently.
