This couple is from my hometown: the dilapidated failure of a ‘city’ that is Johnstown, Pa. People like this are why I moved away in the mid 90's as soon as I turned 18 and never went back.

Sure you can... their (The SE Quadrant) “Worst” is still pretty damn good. No counties in PA have had a “purple” day in the last year (which is the worst rating). Only 3 counties have had at least 1 red day (Chester and Bucks each had 1, Philly county had 4). None of the other 63 counties have had a single Red Air day…
Yup. We can be well improved and still be at the bottom because everyone got better. Not a bad situation and it speaks volumes for what the Clear Air Act did.
