It isn't nearly as effective as suing, but if people are in that situation they can still file a complaint with their state's department of labor. There's really no way for the authorities to win in these situations—if they seize the animal, they're big bullies taking away a family member and the owners sue and fight to have the animal returned. If the animal attacks someone, they're blamed for not removing it sooner and sued by the victim.
