If you look at the grammatical construction of the sentence, “the right of the people to keep and bear arms” is not qualified by “a well regulated militia”, it is a right additional to and independent of the right to maintain a well regulated militia

I know it’s often difficult to view terms in their historical context if you are not well-read or well-informed, but here you have it, “The phrase ‘well-regulated’ was in common use long before 1789, and remained so for a century thereafter. It referred to the property of something being in proper working order.
