Do the tensions come about once people find out that much of Haley's book was not only historically inaccurate, but largely plagiarized?

To be fair, he was a Soviet assassin for 60 odd years in the comics, brainwashed or no. (Hydra assassin for 70 in the MCU.) I think you can make an argument that he could be catagorized as at least... villainish? Villainesque?
