Completely agree with you here. I obviously try to get at least a lane away from police cars on the shoulder when possible, but even then, the lights are absolutely blinding. Police cars are the worst, but even construction vehicles have gotten bad (roads are under construction year round here, so...)

Obviously a broken taillight alone is not a serious offense. However, many other kinds of crimes are found (typically drug or weapons offenses) when vehicles are stopped for minor offenses like broken taillights or speeding. The PIT came as a result of fleeing from police, not the taillight itself.
