I think there is a 1st Amendment issue here that would have put S.F. Muni in a bad position. Given that they are a government agency, they cannot ban speech based on its content, absent certain conditions that would render that speech unprotectable. The original ads don't seem to fall into that latter category

Well the thing that makes it difficult is that it's public transportation. So it's not a private company choosing not to publish certain content, but a government one. As such they err on the side of caution and not violating freedom of speech.

That was my first thought as well. How does a public service greenlight those ads?
