I don't believe in using the term ghetto, I live in an area with mostly poor people in it and I wouldn't call it a ghetto.
They aren't "just" culturally deprived, there are a lot of factors involved, but if you have a culture that doesn't encourage you to get tested, then it is partially your culture's fault. The screenings are aimed at poor women, they are place in those "ghettos" so that these women can access them.
