I bet it very much is. Blue pigment was notoriously rare up until the industrial age (I think the Chinese, The Inca, and the Egyptians each had an expensive variant) and they didn't drop in price until pretty recently.

I would be interested in seeing a chart of the cost of various pigments over this same time period. Is it possible the prominence of orange in paintings may be related to its cost compared to blue as much as any artistic reason?
