With your mention of Mrs Flood’s outfit, it’s been suggested on social media that she is the boss referenced by The Meep. Mrs Flood then skinned The Meep and made its fur into that outfit.
Considering that Mrs. Flood continually breaks the fourth-wall, I suspect someone like the Guardians as you suggested, because they can theoretically see outside of time and space.
