He's a private investigator- he needs the money and Laura's father wants his daughter back. He must need the money really badly because he doesn't much care for his former contacts. Perhaps the girl reminds him a bit of his own daughter, as well.

I would give you advice but I've sworn off romance until grad school. From watching the relationships of others, I would say: feel it out. He obviously at least likes you as a friend- he agreed to coffee. Don't make assumptions, though, because assuming makes an ass out of u and ming.

Although that's a very cool outfit, it's hard to make sense as a female Doctor unless you're cross-dressing. I say this as someone who has a female Jack Harkness costume (pale blue blouse, gray short skirt, red suspenders, and RAF coat).
