The answer to why FCA was invited and not other automakers probably has something to do with the UAW. He’s been talking to labor bosses about job creation, which is odd considering he’s GOP, but he has never the less. Plus the “Big 3" is what most Americans think of as American automakers. My take on it is that if this ever does hit the street and it is the BMW sister car it will be sold under the Lexus brand. That is to say twin turbo and hybrid. I think partly that would be due to the cost of it being to high for Toyota proper, and partly because I believe BMW would try to demand it for parity sake.
