I’m almost 50 and these things have been around since my youth and we all knew what they were for (as kids we used to jump up and down on them to try and screw up the numbers, which I highly doubt worked).

In Upstate NY it fluctuates wildly between the state and counties dumping salt constantly, even when it’s not necessary, but “just because it COULD happen”, to cities that have to be proded to remove any snow at all. (I’m looking at you, Albany and Troy.)

In Canada we use sand rather than salt. Salt doesn’t work when the temperature gets too cold. Sand provides traction at all temperatures and isn’t as harmful to the environment or your vehicle. In the spring, the sand is swept up and reused.
