If you're somewhere in between that and professional, then it might be a worthwhile investment but keep in mind that the learning curve for Lr is a lot higher than Picasa so you'll have to spend some time along w/ your $149.

If you're not too serious about your photography, you're probably fine w/ Windows Photo Gallery. Lightroom is a lot more robust and takes longer to learn than Gallery or Picasa. You could always download the trial from Adobe's site to try it out before buying it

Picasa's good if you're organizing your snapshots and want to do some simple editing. Lightroom is more of a professional tool and gives you a lot more control over your photos. It handles raw files better than Picasa also
