The question I have for the developers is the obvious design choice: Was it because they were a bit worried about the implications the game might encounter [media-wise] if they gave more interactivity to the player or just a bad level design?

I agree with this, but how many other games can be a medium for taking the player to a real-life location and encompass everything that location can offer? Its difficult, no doubt, but the question I have is whether a game achieved bringing that medium to the player?

No. I most certainly have not thought about bringing a crew of 5 with myself and holding an entire bank hostage while one guy goes through the civilians wallets and the rest get in the vault while watching security.
