The way I look at it, just like other sports, it's a team which chooses to retire a number, not a league. If all teams agreed to retire #3, they could in theory retire it for all of NASCAR, just like all MLB teams agreed to retire #42 for Jackie Robinson (although Mariano Rivera still used it until retirement).
