I visited a wildlife rehab center in my area and the guy doing the talk suggested we all go home and build owl boxes and put them in trees in our yards. He said owls are losing their habitats so are in need of good homes. Maybe you should do that and have a yard owl.

The problem as stated above is the people who own aggressive and vicious pitbulls won't suddenly stop owning dogs if pitbulls are banned. They'll find another dog that looks aggressive (rotties, German shepherd, dobermans ridgebacks, vizslas, huskies, mastiffs, etc.) and then that breed will be a problem breed.
