I'm not familiar with a state in the US in which this is the case. Registration means you paid your taxes. Inspection means your car is safe to drive.

Same logic applies to gas taxes.

I think your math is off. 7mi @45mph=9.3min, 7mi@20mph=21min. That makes for a ~12min difference, which is enough to annoy most people. If there were stop along the way, difference increases, since bikes are slower to accelerate.
