I would guess it’s to do with the momentum of the mass at the time of impact, not the speed. If you get tiny debris at 21000 mph, you can test using something 4 times the mass (but the same size) at 5250 mph and have the same result

Sorry, one correction: This was infact the man who registered with Uber but the address he registered with was fake/incorrect. The phone was actually being shared but the man in question is the driver who registered with Uber.
