No, they take loans based on their unrealized gains and then display that as a loss to their income tax. They absolutely have access to this and DC chooses not to look at this another way.
I think you are both right. Is the US Military budget out of control and misappropriated, you betcha. The dark money that is completely unaccounted for is unacceptable and should be absolutely rangeled in.
Just have a short fade outward on either side of the notch from dark to light, get creative with the fade to make it look good.

I could see a just a little more UI design elements to integrate the notch. It looks like the menu bar is just a few pixels larger than the notch, trim that up so it aligns.
