I’m not sure it was older; I think it was just selective. I don’t have any idea what criteria they used for it, but I know that some are portals I submitted a month or two before release while others that were excluded were some of the very first portals around here in December 2013.

That seems reasonable, but not necessarily feasible in all situations.
