Where do you see this? All I ever see on three-lane roads is a solid row of trucks in the right lane, then a solid row of trucks in the middle lane, “passing” them at 0.5 mph faster. Then, all the cars are trying to cram into the left lane to get around them all.

This is a stupidly inefficient arrangement. Traffic moves more smoothly when the inside lane is used for merging traffic, middle for through, and outside for passing. Forcing everyone over to the right in any remotely high traffic area just results in massive chain reaction slow downs at interchanges.
