I think your last paragraph isn’t quite right. The push isn’t for women to go topless. It’s for women to have the right to go topless. It’s legal in lots of places, but it’s also very rare. Likely to avoid harassment, but I haven’t researched why women don’t go topless.

I think that most warning labels are there for the same reason.
