It depends. Sometimes devs are lazy or stupid. Sometimes they want to protect their little fiefdom. Sometimes the requirements are a terrible idea and the devs know they'll be stuck maintaining the stupid idea.

I can't fully support this until I can ride in the back like a carnival ride.

It's a great game on PC. I haven't played on console. It's just lazy journalism and crowd mentality that keeps producing these articles.
