Forge is absolutely insane, with the primitives/texture system you can pretty much completely model anything you can think of from scratch. I think the difference is really in the context - Bungie often used “the sandbox” to refer to Halo’s trinity of Weapons, Grenades, Melee (and Vehicles, the fourth pillar) when they were talking to players about balance, but in a more technical dev environment it makes sense that it would also include everything else.
