He was actually saying the opposite. That games didn't need a narrative and that combat and button pushing was all that was needed for a good game. It's naive to dismiss narrative as a powerful development tool. I feel like you just choose to believe he was nervous, when he was actually arguing against putting stories

I saw a Q&A panel with Jaffe, Ken Levine, and Todd Howard. Jaffe just looked like he had no idea about game design and it actually made me less inclined to buy games he's worked on. Some of the looks he got from Ken and Todd were hilarious.
