This is stupid. You get the cost of insurance (not having access to the $300) while none of the benefit (coverage in case something really expensive happens).

This strikes me as being related to the psychology behind the "Ultimatum game" covered in most Introduction to Cognitive Science classes.

@Zelda did it!: One of the popes used to live in Avingnon during the Great Schism (although, admittedly, that was 100 years before the game is set). But even after that, France played a major part in the Catholic church. I'm sure some story-coherent explanation could be given if the developers were pressed on it.
