Not the takeaway I was supposed to get, but the name of the guy rang some bells so I did some Googling.  In Gen 1, Pokemon trainers only had class titles and no names.  This changed in Gen 2, and sure enough, of the 15 Bird Keepers in Gen 2, one is named Toby.
