Yeah, I think the Pokemon website said that the enforcer uses Type: Null. Lillie, the Aether president, and the Team Skull enforcer all look similar, with the same hair color and green eyes. A lot of people think UB-01 looks like Lillie too.

More than anything, it reminds me of Mewtwo. Genetically manipulated to be the most powerful Pokemon. Used by the evil team (at least, in most adaptations of Pokemon). Armor, though Mewtwo was armored to make it more powerful, not weaken its power.

That would be pretty cool. It might “evolve” by Team Skull further modifying it when it loses to the player.

It might be a cool way to introduce tougher boss battles without also giving you a powerhouse Pokemon in return. Though I think Totem Pokemon are also being used for that.

The later sports games did away with what made them Mario games and just had the game in Mario skin - or were just lazy. The last Tennis game user Mega Mushrooms, that made you bigger, faster and stronger for a bit of time, but everything else was pure tennis.
