I think the increase in action is a product of both now being an "American" show, and also an increased budget. The original Torchwood had plenty of action - it was just more low-key gunfights because that was all they could afford.
I know they were probably too busy trying to not fall off the float, but the fighting is just weird.
That makes sense - I remember the good old days of BBC SF where quarries, power stations, and old abandoned factories were used for locations. "Blake's 7" used to do that a lot.
I think it is less budget concerns, and more the fact that stories are almost always set outside the TARDIS. I recalling some Tom Baker era episodes where the plot involved action inside the TARDIS, and we got to see some corridors and rooms, IIRC.

Actually, I think you're wrong about Rush knowing everything. I saw this episode as the turning point where Rush realized and acknowledge that Eli can be as smart, and sometimes smarter than himself.
I really enjoyed the characters and their interactions in this episode. To Camille's line about chairs on the bridge, add Young's response of "I'm not Kirk, I need to stretch my legs", and Rush's command to "not touch anything" when Camille did sit in the chair.
I haven't seen the movie, but I got the feeling that the Asian lady and child were Jason Scott Lee as a kid and his mother. Hence the look of confusion on Jason Scott Lee's face as he thinks how hot the lady is, and then realize she is his mother.
