My S4 doesn't lag, it frigging smokes an iPhone 5. Apps load faster, games launch faster, etc. It's plainly obvious you know nothing about specs much less real world usage. If you did.....you wouldn't make such an asinine statement.

You'd be surprised what you can do with an Android phone remotely. Look up Avast Security and ACommands. If this kind of stuff is built into the OS...yeah it's very possible.
