Filmmaker here: if the car was in the way and they were permitted to shoot there then it should've been towed. If it wasn't in the way enough to be towed but was still in no parking area (for filming) then it should've just been cited. Not sure why it would be booted...except for the normal reason cars get booted.

He does not have to add throttle. Throttle is controlled automatically by the fuel control. In the old days of piston engine powered choppers throttle was controlled by the pilot, since the advent of turbine powered choppers the fuel control takes care of it.
