I don’t know of Turkey is the same way but in some nearby countries like Jordan and Lebanon verbal altercations can very easily turn into drawn-out feuds between large, extended families. Those feuds can and do get people killed. So it might be the case that strict laws like this are meant to prevent that.

And causing Panic(!) at the Disco should definitely  be grounds for jail time.
