I mean, you should be able to easily respec your skills, since there are just cards that you can switch in or out. I think the problem arises from the fact your SPECIAL attributes are locked, so you can’t radically adjust your focus, even if you are using different skills.

I saw 1 or 2 in Skyrim, and maybe 3 little ones that went away if you reloaded the space.  In my first day of Fallout 76 I counted 40+....

Always, always allow a free re-spec when skills or skill trees are significantly tweaked. The entire game industry should know this one by now.
