Using NOAA's data? Please, it's not a localized micro-climate forecast without wunderground. From the title I was expecting something impressive that aggregates local weather monitoring stations or something. This is just Yet Another Weather App claiming to be special despite running off the same data as everyone else.

Looking at the Hola website and FAQ some of their claims are dubious, but it appears to be a strictly peer-to-peer proxy system, similar to TOR but only for traffic to supported media sites.
