Well, of course there is no criteria. There is no criteria for the best movie or song either, that's part of what the discussion over game of the year is about. Whether a game is "good" or not is inherently subjective, so what game is "best" is obviously even more subjective.
If those were the kind of things that decided the games of the year, then Minecraft should be getting tons of overall Game of the Year awards, and not just for best indie game.
