I only played it briefly, but I do agree that it was clearly an exception to the general decline in the quality of their games.

FO3 is somewhat unbelievable, in a way. The Capitol wasteland is way, way too empty given the amount of time that's passed since the war. NV is a lot more believable in this regard, as you see society seriously trying to rebuild out of the rubble of the old world.
