They were just magically taken over. Like, it’s handled with a line or two of dialogue. We know nothing of the overall politics. And all we know is that the cops (SWAT guy possibly aside) aren’t happy with it, threatening to strike. And the sergeant keeps them from striking by playing up loyalty to the city.

I’m surprised no mention of it being the spiritual grandfather to the Five Nights at Freddy’s series. Just because if I was putting out the game, that’d be every other line in the press release.
