Yeah, it's really a shame. As far as good One Piece games go, I'd try the Pirate Warriors series on the PS3. As long as you don't mind the somewhat repetitive nature of Dynasty Warriors games, they're some good fun. The second title especially gets to some insane KO counts.
Metacritic scores may not be a definitive answer to whether or not a game will be good, but I'd at least take it into consideration in this case:

I've played Toki Tori 2 for a while and it's basically like Super Metroid, but with pure puzzles. If that sounds like your thing, I'd pick it up.
