Stop and go city driving is actually the ideal conditions for most electric vehicles. They have a much harder time at long distance highway driving.

Fuel savings aside, the maintenance costs for those TF33 engines must be pretty high already, and if they keep them in service, I imagine they'll become astronomical. If they truly want to keep those aircraft mission capable, this seems extremely necessary, and well worth the expenditure.
