It's not entirely different. Dell will try to sell you on extended warranties, and upgraded parts, stuff like that. It's not completely apples to apples, but it's similar.

Exactly what you just said. They may not offer you the best price out of the gate, but once you show them that you are educated and have competitive offers, they stop.
When you reach business level there is still haggling on computer prices. It's the nature of business. You pit one business price against another to get a better deal.
