The thing is, Stark and Banner didn’t actually make Ultron. Tony laughed about it in the meeting after Ultron escaped. Ultron was already around in the Mind Stone. They looked at a projection of his mind before they even started trying to download it. More likely he was largely what Baron Strucker had been working on.

There is never going to be any stakes in any PG-13 action movie. The only way to do that would be if some movies ended with the good-guys getting slaughtered and the world destroyed. Showing that would really throw everyone off, and would make it an R Rated movie.
