It's very unclear. As long as FSU follows the minimum procedures of launching an investigation as set out in the letter of Title IX law, they're technically compliant. My point was more anecdotal than anything else. I haven't looked closely at what the exact procedure was in that case, all I can speak about for most of these schools is the outward image they project. Notre Dame and Duke now make particularly good impressions, FSU less so.
