They are finished when they are finished. Nobody is forcing these people to do them. They are doing them in their free time because it is fun, receiving no compensation during development or after release. Perhaps they will never be finished.

A similarly-shaped island to the Silent Cartographer level from the first game can be found in Halo 3, or more specifically, an unfinished island that is a major feature of the landscape as you drive along the collapsing Installation in the final level of Halo 3. At best it's an homage. It's one of the largest and easily the longest mission in Halo 3, paying tribute to Silent Cartographer, Assault on the Control Room and Two Betrayals from Halo 1. Halo 3 had the most fulfilling campaign in the series by far, and it owes much of its success to the fact that it draws inspiration

The beach and forest portion of the level is indeed intended to pay homage to the Silent Cartographer mission, but as a whole the level is pretty far from "recycled" (and even that portion is quite differently designed, it just feels very similar in a broad sense).

Funny how I got a copy of pokemon red ( game from my childhood) while playing it my thoughts were basically like "HOLY FUCK, I can't sprint! This is so slow" So many features from the later gens such as sprinting make pokemon red feel not as good as the later ones when you learn it was good then, but when they got new

Or they could build it in Starmade and actually fly it instead of relying on using special effects.
