@Percy: Can you look at the renters' rights for the specific state you're in (if you're in the U.S.)? You might also get any law-school friends in to think about it; likewise, maybe a phone call to the local Legal Aid Society can help.

@MagsCO: I've used Wordpress and Blogger, and both are pretty straightforward. One tip: instead of making it so *only* your friends and family can comment (which involves setting up accounts for them), why not just moderate your comments? That way, anyone can submit a comment but you have the option of deleting it
